ABSTRACT OF THE DISCLOSURE A cement concrete construction having high water permeability and strength is obtained by kneading a cement concrete mixture composed of portland cement, a binder, and an aggregate having particle sizes in a specific range and hardening the kneaded mixture. The water permeability attained by the process of this invention is in the order of 10-1 to 10-4 cm/sec. or in the order of 10-1 to 10° cm/sec. The hardened product has sufficient strength for use in sidewalk pave- ment, parking place.
