A product dispenser with a timer mechanism is disclosed. The product dispenser comprises a mechanical dispenser device having an outer housing mounted thereon and one or more cartridges of products housed within the outer housing. The mechanical dispenser device comprises a main shaft, a plurality of orifices on a top wall of the dispensing device, each orifice being associated and disposed in registry with a respective one of the cartridges, and curved members mounted on the shaft, each curved member being in registry with a respective one of the orifices to collect in a phased sequence the different samples to be dispensed. The dispensing device further comprises an actuating means to rotate the main shaft, thereby causing rotation of the curved members. The dispensing device also has a timer mechanism which prevents a user, after having received a product, from getting access to additional products during a preset delay period.
