The invention relates to a protective well cap assembly which environmentally protects the electrical wiring entering a well casing and a safety rope which is adapted to be attached to a down-hole submersible pump. The assembly includes two major components, a wire guard cap for the well casing and an outer housing lockable on the wire guard cap to prevent tampering.
