ABSTRACT A mount for pulleys used in a block and tackle and spring counterbalance system for a window sash comprises a pulley support plate arranged within a channel containing the spring and the block and tackle. A shoulder rivet has a shaft fitting through a hole in the plate, and a shoulder abutting against the plate around the hole and extending from one side of the plate. A pulley is mounted on the shoulder between the plate and a head for the rivet. A bushing is mounted on the rivet shaft on the other side of the plate, and another pulley is mounted on this bushing between the plate and a riveted end of the rivet. The pulleys are so mounted on the rivet and supported on the plate within the channel that a cord for the block and tackle can be reeved freely over the pulleys from an open side of the channel.
