57 ABSTRACT OF THE DISCLOSURE A valve that includes an outer sleeve having a radially oriented aperture and a rotatable intermediate sleeve disposed co-axially within the outer sleeve. The intermediate sleeve has a radially oriented aperture that is generally aligned with the outer sleeve aperture when the intermediate sleeve is in a prescribed rotational position. A drive motor is coupled to the intermediate sleeve for rotating the intermediate sleeve within the outer sleeve. There is an inner sleeve disposed within the intermediate sleeve, defining a chamber with an upstream end and a downstream end and having a radial is oriented aperture that is generally aligned within the outer sleeve aperture. A sealing system is provided for sealing the upstream end of the inner sleeve so that a fluid medium exiting the chamber flows through the downstream end of the chamber.
