An electrolysis system (100) and method of using same is provided. In addition to an electrolysis tank (101) and a membrane (105) separating the tank into two regions, the system includes at least one pair of pulsed high voltage electrodes (115/117). The system also includes metal barrier elements (121/123) interposed between the electrolysis tank membrane (105) and the high voltage electrodes (115/117).
