A replacement of cylindrical blades is facilitated. Even if there is a slight displacement in guide surfaces of a slider, the displacement is not adversely affected to the displacement of a tip end of each cylindrical blade to thereby dispense with a pad by punching paper with a lower blade and the tip end of the cylindrical blade. A holder (28) in which the cylindrical blade (14) are inserted into through holes (25) and (26) formed in an upper horizontal portion (22) and a lower horizontal portion (23). Thus, it is possible to replace the cylindrical blades (14) by simple steps for inserting and drawing the holder (28). Also, since the up-and-down movement of the cylindrical blade (14) is guided irrespective of the guide portion of the slider (10) by the through hole (25) formed in the upper horizontal portion (22), the displacement is allowed in the guide portion of the slider (10). Then, since a swing motion of the cylindrical blade (14) is obviated and the lowering position of the tip end of the blade is accurately determined, it is possible to cut and punch the paper between the tip end of the cylindrical blade (14) and the lower blade (27) to dispense with a pad.
