Abstract of the Disclosure A vote recording device and punch permits the utilization of non-scored ballot cards. The vote recording device employs an intermediate lock-out template beneath the top mask which is moved by the card into a position in which openings formed in the template are in alignment with openings form with the mask and which together are in alignment with smaller openings formed in a bottom shear plate. A punch includes a cutting stylus which is normally received within a retractable sleeve. The sleeve is proportioned to be received through the aligned openings in the mask and template and bears on a voting card so that depressing the punch runs the cutting stylus through the card and through the aligned opening in the shear plate to remove a chip of the card, thereby forming a clean hole in the card. The extent of movement of the sleeve on the punch is controlled to prevent scoring or punching of the card, if the card is not fully and properly in place. The tip of the stylus is formed with diametrically opposed cutting points joined by curved cutting edges between the points, the cutting edges being staggered or offset with respect to the axis of the stylus so that cutting of the card takes place primarily along one of the curved edges and then along the other curved edge.
