A hemostatic insert (10) is provided for closing a puncture site in a blood vessel wall (54) . The insert (10) includes an expandable hemostatic member (12) comprising a biocompatible water soluble gel configured to expand from a compressed state when exposed to body fluid and seal the puncture site in the blood vessel wall. A control layer (14) surrounds the. hemostatic member (12) and delays expansion of the hemostatic member (12).
