A mortar-fired pyrotechnic device, comprises a lifting charge for propelling the device to a desired height, a bursting charge fixedly spaced clear of the lifting charge, and a precisely controlled delay element operatively connected to the bursting charge to initiate ignition thereof a predetermined time after activation of the delay element. A shock tube extends between the lifting charge and the delay element. The shock tube has a first end operatively connected to the lifting charge and a second end operatively connected to the delay element. Upon ignition of the lifting charge, the shock tube activates the delay element such that the bursting charge is ignited after a predetermined delay.
