A drain valve is provided for draining a standpipe connected to a down-hole pump. The valve is connected between the pump and the standpipe and maintains fluid communication between the two. The valve comprises a tubular valve body having at least one port through its side wall and a tubular sleeve that fits over the body to seal the port. The valve is operated by pulling up on a rope attached to the sleeve to reveal the port whereby substances contained in the standpipe can drain through the port. After the standpipe has emptied, the pump and the standpipe can be lifted out of the hole without having to lift the weight of the substances contained in the standpipe.
