The QUICK OPEN-QUICK CLOSE FULL PORT VALVE AND SEALS referred in this disclosure as "QO-QC" is disclosed for use to control the ON/OFF flow of fluids where FAST ACTION is necessary to open or close a large valve for safety reasons or to produce intentionally the phenomenon known as the WATERHAMMER. To achieve the fast action, the "QO-QC" valve divides the full port area into several smaller areas arranged in slots with solid section between the slots on a pair of superimposed concentric discs or domes and/or a pair of concentric cylinders. One disc or dome of the pair of discs or domes and/or one cylinder of the pair of cylinders is fixed and the other is rotable. The width of the slots and the solid sections between the slots are selected with such dimensions that by rotating a fraction of 360 degrees turn, the rotable disc or dome and/or rotable cylinder the slots cut into them can be aligned with the slots in the fixed disc or dome and/or cylinder to provide a passage for the fluid to flow through the slots, or can be misaligned, meaning that the slots in the rotable disc or dome and/or cylinder are over the solid surface of the other disc or dome and/or cylinder and the fluid is stopped from flowing. Also the total area of the slots is selected to be equal to the port area required and the valve can be open or closed by a rotation of a selected number of degrees. There are several construction features incorporated in the QO-QC valve which makes it to be different from other valves controlling the flow of fluids. The special features of the QO-QC valves and the reason for them are: 1. Because of the many port openings special seals, named in this disclosure "CUP AND SAUCER TYPE SEALS", have to be provided; the "CUP" of the seals fits around the opening in the rotable disc or dome and/ or cylinder and the "SAUCER" is exposed on the inlet side. When the pressure increases, the SAUCER presses the cup inward and the sealing ability over the fixed disc or dome and/or cylinder is improved. The seals are also flexible and when the pressure is reduce over the saucer, caused by the minimum openings for the fluid to pass through, or a "pilot opening", the pressure of the cup over the solid area is reduced to facilitate the rotation of the rotable parts. 2. Because it is manly designed for large size port areas, the ON/OFF mechanism which turns the rotable disc or dome and/or cylinder is attached to the perimeter of the rotable disc or dome or cylinder of the valve, not in their centre; 3. Because of the speed with which the valve closes, it is recommended that the QO-QC valve to be used with pressure attenuators or surge suppressors; for this reason, the valve housing is provided with fittings for mounting pressure attenuators/surge suppressors, such as "Full Energy Release Gate" type.
