A radial tire having a radial tire construction wherein, for example, the cap tread has a tan .delta. peak temperature of not less than -30° C. Base tread comprises not less than 30 parts of a carbon black having an iodine adsorption number of 30 to 90 mg/g and not less than 10 parts of a short fiber oriented in the axial direction. Side wall comprises not more than 30 parts of the carbon black and not less than 10 parts by weight of the short fiber oriented in the peripheral direction. Bead apex comprises not less than 65 parts by weight of a carbon black which has an iodine adsorption number of 60 to 100 mg/g and not less than 20 parts by weight of the short fiber oriented in the axial direction or a direction which crosses the axial direction.
