An apparatus for the treatment of a fluid is provided which includes a separate housing and enclosure for containing at least one ballast and electrical means, respectively, to power and control the operation of a plurality of vertically arranged radiation transmission sources in the form of ultraviolet lamps that are immersed in a fluid to be treated. An apparatus and method is included for removing material deposited on the corresponding transparent sleeves which protect the radiation transmission sources,. the apparatus comprising (i) a wiper assembly that includes at least one retainer member provided with one or more openings for the passage of a corresponding number of protective sleeves and radiation transmission sources therethrough, (ii) an annular cleaning member disposed about each opening of said retainer member and slidably engaged with the exterior surface of the corresponding protective sleeve; and (iii) a drive mechanism for moving the retainer member along the longitudinal axis of the protective sleeve(s). The apparatus may also include a device and method for ultrasonically agitating the fluid surrounding the protective sleeves to dislodge materials deposited thereon.
