A railroad car conversion apparatus is disclosed for enabling an open-topped railway car to carry diverse loads. The conversion apparatus comprises a frame (10) having a central beam (20) and a plurality of arms (30) for attaching to the top of the railway car. The apparatus is designed to support a plurality of bladders (50) on the car, and further comprises grappling members (70) for enabling the entire frame (10) with the bladders (50) attached to be removed from the car. A platform (200) is connected to the bottoms of the bladders (50) so as to connect them to the railway car bottom via a recess (206) which engages a projection (230).
