A ramp for a temporarily elevated utility access hole on a roadway includes an annular ramp member that has a positioning mode and a locked installation mode. In the locked installation mode, an interior circumference surface adjacent to a bottom surface constricts to tightly engage the manhole cover support. The annular ramp member is moved from the positioning mode to the locked installation mode upon the annular ramp member being forced in a downward direction to bring the bottom surface in contact with the roadway.
