A smoking article (10) having reduced ignition propensity is disclosed. The smoking article includes a tobacco column (12), a wrapper (14) surrounding the tobacco column (12) and a filter element (16). The wrapper (14) has a base permeabilitY, an untreated area (20) and a least one discrete area (22) treated with a composition to reduce the base permeability. The treated area is treated with a composition initially comprising a permeability reducing substance initially dissolved in a non-derivatizing solvent mixture initially comprising a solvent component and at least one ingredient that as part of the solvent mixture is a self-association disruptor for the permeability reducing substance. The discretely treated area (22) interacts with a coal of a burning tobacco firecone as it advances to self-extinguish the smoking article (10). The composition of the treated area includes a permeability reducing substance.
