A layered reflecting and luminous material comprising a first layer (22) of prismatic light reflective material (24) and a sec- ond layer of phosphorescent material (34) attached to the first layer and having a border wherein the prismatic light reflective ma- terial is destroyed whereby the central region simultaneously radiates phosphorescent light and reflected light and whereby only phosphorescent light radiates from the border.
