ABSTRACT OF THE DISCLOSURE: A regulating dispenser comprising a hopper having a dispensing opening of a predetermined height and length, a dispensing member positioned within the dispensing opening for the full width thereof and at a height less than the height of the opening and in combination with the hopper defining a slot through which material within the hopper may be moved out of the hopper above the dispensing member, the dispensing member having a movable dispensing surface positioned for movement from within the hopper to outside of the hopper. The movable dispensing surface includes at least one delivery area and at least one non-delivery area spaced along the width of the opening. A regulating valve is positioned between the movable dispensing surface and the hopper above the opening for controllably partially closing the slot; the regulating valve is a cylinder rotatable on its axis and having at least one flat, each being arranged in alignment with a respective delivery area of the movable dispensing surface. A scraper constituted by at least one blade is mounted independently of the regulating valve and passes between the movable dispensing surface and the valve. The scraper bears elastically on the movable dispensing surface in the non-delivery area to ensure sealing of the non-delivery area against delivery of material from the hopper through the slot.
