A system for reinforcing a structural support, such as a utility pole in situ, includes applying a coating of curable resin and porus, reinforcing, non-woven material strips. Vertical strips are applied to the support with a longitudinal overlap, and include veils with longitudinally extending fiberglass filaments bonded to the veils. After longitudinal strips are applied, H spiral wrap is applied which is then wetted with a curable resin. A second layer of a plurality of second porus, reinforcing, non-woven material strips is spirally wrapped about the first strips. The second strips comprise veils with longitudinal extending fiberglass filaments bonded to the veils. After the second strips are impregnated with resin, the resin is permitted to cure.
