A remote data acquisition system, comprising a flow meter, a modem connected via a first data communications link to the flow meter. A cell phone is connected through a data interface to the modem. The cell phone is controlled by a pager through a power control module, which also supplies power to the cell phone. Power to the modem is also controlled by the power control module. The remote data acquisition system of the invention is particularly suited for mounting in a manhole with the antenna being a flat antenna mounted outside of the manhole on a roadbed. The antenna is a flat antenna encased in a crush proof casing that is resistant to a motor vehicle's weight.
