A graft passer includes a protective tube or sheath (10) for surrounding the replacement ligament (12). Therefore, a femoral interference screw (66) can be inserted through a tibial tunnel (50) with the graft passer (10) and replacement ligament (12) in place in the tunnel (50). By inserting the femoral interference screw (66) through the tibial tunnel (50), the present invention advantageously aligns a longitudinal axis of the femoral interference screw (66) with a longitudinal axis of the femoral tunnel (62) and femoral bone plug (14) located therein to secure the femoral bone plug (14) along its entire length uniformly within the femoral tunnel (62). This reduces the likelihood of divergence of the interference screw (66) in the femoral tunnel (62) and improves fixation of the femoral bone plug (14) inside the femoral tunnel (62).
