The end device (101) is configured to transmit a first test message for the first application to a first resource of the plurality of resources (115, 116) using a first access method, receive a first response message from the first resource, process the first response message to determine first performance information for the first application, generate a first update message indicating the first performance information, and transmit the first update message to a location server (105).
