A retaining and guiding device is claimed, which can serve as a substitute for a lead, and can always be carried along without a person or animal being impeded, which is achieved by an inner band (1) directed inwards, and features an outer band (2) guided over the inner band on the outside, whereby the outer band (2) is designed as elastically elongatable or extendible against a resto-ration force.
