The theory behind the retractable medium for used of highway gridlock relief where congestion in one direction is overly built up. The guard rail retracts/disappears for about two or three lane highway car width at both ends of congested highway. This system is used to maximize traffic flow toward urban workplace areas and where traffic is minimal in opposite direction. (Good example Donvalley Parkway-Toronto, Canada). The retractable guardrail is also raised thereby allowing for opposite traffic to have a newly erected medium between the two highway directions. This system allows for prolonged stop light system (eg.15 minutes) with mandatory motor off, allowing emission reduction. Warning light system alert drivers of "lanes closed" prior to medium raising on lower highway use direction. Green signal lights indicate extra lanes open for workforce commuters. During opposite rush hour traffic, the system works in reverse. Mediums are electrically powered on prescribed schedule and disappear about 3 feet below highway surface.
