A reusable seal for a meter having a seal receiving passage includes a rigid shackle having a pair of shackle ends; and a reusable lock body for releasably rigidly connecting the shackle ends. The shackle has a seal portion for fittingly extending through the seal receiving passage when the shackle ends are connected by the lock body and a portion of larger cross-section than the seal portion for restricting the movement of the shackle in the seal receiving passage. The portions of the shackle are directly adjacent to one another and the portion of larger cross-section preferably extends over the remainder of the shackle to give the shackle more strength and rigidity. The seal is more tamper resistant and tamper evident.
