A tool for milling or cutting tubular members downhole in a well, having a plurality of pivotable blades pivoted upwardly by upward movement of a hollow cylindrical hydraulic; piston within the tool body. The piston wall is directly below and aligned with the blade, minimizing the diameter of the tool. A fluid tell- tale is provided to indicate the extent of deployment of the blades. The blades can be withdrawn by driving the piston downwardly.
