ABSTRACT OF THE INVENTION A rotary sleeve-valve system for an internal combustion engine such that the thermal efficiency is increased, and the exhaust emissions reduced. The mechanism comprises two concentric cylinders rotating at different speeds such that ports in their surfaces align at the appropriate segments of the operating cycle to function as inlet and exhaust valves. On the latter part of the compression stroke a precombustion chamber is formed between the rotary sleeve-valve assembly and the cylinder head. Into this precombustion chamber the fuel is injected, allowing a stratified combustion of the charge to be achieved.
