A rotating flag device for displaying graphic information has a shaft with a flag rotatably mounted on it for displaying the information when it is in a rest position and for rotating in an amusing and appealing manner when it is in a wind engaging position. Wind catching blades are provided for driving the flag about the shaft when the shaft is in a wind engaging position and the forward end of the flag is directed into the wind. A connector may be provided on the shaft for connecting the rotating flag device to an aerial or bicycle handle, or a handle may be provided on the shaft if the device is to be handheld. The shaft may have a fixed or variable joint, and the variable joint will permit movement of a portion of the shaft on which the flag is mounted so that when the wind blows the flag lifts or lowers and the blades drive the flag in rotation about the shaft. The display panel may be used to display graphic information in a conventional readable orientation when the flag is in the rest position and when the flag is in wind engaging position it is visually appealing.
