ABSTRACT OF THE DISCLOSURE A ruthenium containing catalyst product fixed on a substrate in a finely divided form is disclosed. A product is produced by forming an acidic solution of at least two materials. One of the materials is a ruthenium containing material operative under reducing conditions as a catalyst for reducing oxides of nitrogen. The other material is a protective material operative under oxidizing conditions to interact with the active material to form a non-oxidizable, non-volatile, thermally stable compound. The two materials are precipitated from the acidic solution on a substrate whereby the materials are present on the substrate in a finely divided form. The precipitated materials are fixed in the finely divided form on the substrate.
