ABSTRACT OF THE DISCLOSURE A structural element is installed in a body of water by placing bearing pads on the bed of the body of water at the desired location, the pads including solid bottom portions and compressible foam top portions; floating the element into posi- tion over such pads; adding ballast to the element to cause the element to sink onto the pads; filling the space between the base of the structural element and the bed of the body of water with particulate foundation material, which is pumped into such space in slurry form; and adding additional ballast to the structural element to compress the foam beyond the yield point thereof, whereby the bulk of the load of the element and ballast is trans- ferred from the pads to the slurry-placed foundation material.
