A device for restricting and regulating sanitary sewer flow from a facility to a main sewer system, to prevent the main system from being overloaded. Allowing for more facilities to connect to a main sewer system. Comprises a tank with an inlet near the top of one end of the tank, and an outlet at the bottom of the other end of the tank. The inlet being larger than the outlet, the inlet consists of a pipe extending through the length of the tank, secured to the outlet end of the tank, it may be offset from the longitudinal axis of the tank. The pipe has an opening in it's side at the outlet end, and may have a smaller opening in it's side at the inlet end. The outlet is internally conical with the large end attached to the tank, externally it is cylindrical as it extends from the tank before it tapers down. The outlet then flares out to the size of the external cylindrical shape. The outlet restricts the flow and the waste backs up into the tank, the outlet meters out the waste at a reduced consistent rate.
