A satellite communications system in which a plurality of satellites in preset polar orbits are used to provide data transfer between system users on the ground. The transferred data includes telephone, Internet, teleconferencing, entertainment and the like. Data is transferred to and from each satellite by radio methods, and between satellites by optical methods. A data transfer will normally require the use of several satellites to accommodate both the distance over which the data is transferred, and the relatively short time that any one satellite can be in contact with a given ground locus. The radio and optical links are used both to transfer the data and to effect the required hand off between satellites.
