A scrubbing device adapted for use in manually dislodging unwanted scales from a target surface. The device comprises a first layer of a first material operative to form a base panel that may be gripped by a hand of a human user, and a second layer of a second material disposed in contact with the first layer and mechanically retained thereagainst. The second material is formed as a flexible sheet of woven stands of a synthetic material defining a smooth yet open mesh having mesh openings less than 1/16th inch (1.6 mm) to provide a mildly abrasive working surface whereby the user may grip the base panel and manipulate the second layer so that movement of the working surface against the target surface abrades the scales therefrom.
