A restraint system for moving a vehicle seat (10) and occupant (11) toward the vehicle floor (12). A fluid cylinder (100) pivotally mounted to the floor (12) has an extendable piston rod (101) connected to a linkage (104) mounted to the vehicle seat (10). A three point belt assembly (60) mounted to the seat (10) is connected to the cylinder rod (101). Retraction of the cylinder rod (101) pretensions or tightens the three point buckle assembly (60) and subsequently moves the seat (10) towards the vehicle floor (12).
