The secondarily contained piping system having two spaced access chambers (20) that are interconnected by a secondary containment pipe (24) to provide a sealed arrangement for flexible fluid supply pipe (40), the ends of which are disposed within the access chambers. The outer flexible pipe (42) is sized to permit the insertion and/or removal of the primary flexible pipe (40) during installation and testing of the same and after backfilling of the trench within which the pipe is disposed, the outer flexible tubing partially collapses to engage and prevent relative movement between the two pipes while providing a flow path thereinbe- tween.
