In a secondary system of high temperature carbon dioxide and carbon monoxide gas stream it is known to employ electrical elements, or inert gas heated tubing, inside a tubular spherical or rectangular furnace, to which is attached any number of oxygen selective or permeable membranes and a solid carbon removal trap and sequestration subsystem. The membranes will extract and provide for the formation of any combination of diatomic or atomic oxygen or oxygen ions and provide for the sequestration and containment of them and a configuration of hydrogen-oxygen plasma torches or delivery meters alone or in combination will provide contact of hydrogen and oxygen to execute precision mixing to obtain any or all of the following compounds, thermally excited oxygen radicals or any state of triplet to singlet atomic or diatomic oxygen, OH gas, HO2 gas or liquid, H2O2 gas or liquid, or H2O gas or liquid. Captured by-products and manufactured products would be then looped back for, and titrated into the waste stream strategically to treat including, but not limited to, the following primary pollutants, sulphur, metals, transition metals, nitrous oxides, carbon monoxide, methane, and particulate matter; each application removing by scrubbing technology, the target pollutant. Excess by-product, primarily OH gas, HO2 gas or liquid, will be conditioned to form H2O2 will enter a broadcasting subsystem adjacent to the primary waste or carbon dioxide source and also oxygen release systems will be provided for release to the environment through a fan accelerated gas outlet, or a liquid atomizing system, from a pipe or pipeline system supported by a stack, stacks or apparatuses from 50- 100 feet in height. Surplus oxygen and by products can be compressed for storage and other uses, such as off site broadcasting of H2O2 or oxygen, of which the broadcast systems embodiments are described herein.
