This invention is the combination of a permanent advertising billboard and mobile media advertising. It is designed for set up on development and land recovery sites for extended periods of time. The invention is a mobile two sided billboard that is less expensive than mobile media vehicles. It is comprised of a structural metal frame and a sectional billboard sign that is capable of being assembled from a platform. The sign plates are attached at the base using an innovative couplings system and a duel winch system that lifts the plates into place. As the plates raise the next set of plates are attached. The innovative coupling design allows both plates to be attached at the same time. The frame is comprised of "tube and tube" construction with crisscross stabilization bars and a beam between each horizontal tube. The billboard collapsible frame can be moved to different modes of transportation.
