A laminate for providing a measure of security against counterfeiting of valuable documents. The laminate includes a base layer and first and second outer layers bonded to opposite sides of the base layer with an adhesive. The base layer includes a plurality of flow-through holes that allow the adhesive to directly bond the first and second outer layers to one another. The flow- through holes are spaced from one another such that an attempt to peel one of the outer layers from the base layer will result in the base layer being torn between adjacent holes, rendering the base layer unfit for re-use. A method of making the laminate is also disclosed. To form the laminate, the first outer layer is first bonded to one side of the base layer. The plurality of flow through holes are then drilled into the base layer using one or more laser drills. The second outer later is then bonded to the base layer opposite the first outer layer.
