A semi-enclosed applicator (10) for distributing a substance onto a target surface including a first side (24) having a first internal surface (32) and a first external surface (31), a second side (26) having a second internal surface (34) and a second external surface (33), an internal cavity (29) between first (24) and second sides (26), at least one externally accessible opening (21), and a flexible film reservoir (30) containing a product. At least a portion of said flexible film reservoir (30) is disposed between said external surfaces (31, 33) of said first side (24) and said second side (26).
