A rotary regenerative air preheater has pinrack seals (10, 101) including a U- seal (74) located between the upper and lower pinrack rails (521, 561) and a trough-shaped filler-seal (100) located between the upper and lower pinrack supports (481, 501) of adjacent pinrack assemblies. The inboard edges (108) of the wing portions (104, 106) of the filler seal (100) are welded to the rotor shell (36), the outboard edge (84) of each leg portion (78, 80) of the U-seal (74) engages a pin (96, 98) in one of the adjacent pinrack assemblies, and the upper and lower edges (88, 90) of the U-seal (74) and the filler-seal (100) engage the upper and lower pinrack rails (521, 561) and the upper and lower pinrack supports (481, 501), respectively to seal the pinrack assemblies to the rotor shell (36).
