A public telephone service tool is formed from a flat plate and includes a slot for receiving locking hooks of an upper housing of the telephone. A hook carried on one side of the tool body lies along a longitudinal axis with a projection carried on the same side for locking the upper housing to a slot within the body and hooking the tool into an aperture of a locking rail of the lower housing which causes the projection to rotate about the hook and be biased against the locking rail to secure the upper housing to the lower housing in an opened position for servicing the telephone. In addition, a T-key is formed as part of the tool body for use in unlocking the upper housing prior to removal from a lower housing of the telephone.
