A method is provided for selecting an optional quality of service (QOS) in a communications network. The method permits the user to make a specific QOS decision every time the network is accessed. The system provides the user with an interface address for every level of QOS. The user automatically makes a QOS decision by selecting an interface address. A relationship is also created between the requested QOS and the network resources available to support the QOS. Likewise, a relationship is established between the cost of using each QOS level and a fee schedule. The user is billed on an on-demand basis for a specific QOS session, in response to selecting an address. A session server is used to check subscriber credentials and subscription status of the user when requesting a service. The session server also allocates the resources of the network elements to support a user's requested QOS level. A system for automatically selecting a QOS level in response to the choice of an interface address is also provided.
