An apparatus for underlift towing and recovery vehicles is disclosed. The apparatus uses a simple mechanical mechanism for effecting the various movements of a vehicle lifting boom to both properly engage a vehicle to be towed and to raise the boom to a stored position when not in use. A double pivot system is provided wherein a single power-actuated means is capable of efficiently lifting a load when rotating the boom about a first axis, and of folding the boom into an upright, stored position when rotating the boom about a second axis.
