A wastewater treatment facility includes provision for breakup of organic solids material at the head of the plant, prior to entry of the influent into treatment basins. The simple and low cost mixing device is effective in breaking up solid fecal material upstream of plant facilities. In one embodiment the device is a sump several feet in diameter and about ten feet deep, with upper inlet and lower outlet pipe connections. An air diffuser assembly within the sump introduces air bubbles that break up the fecal material, without breaking up non-fecal items such as plastics, and non-organic items. As a result, these other items are easier to remove. The diffuser device has advantages in not requiring local power, lower capital costs, lower maintenance, and complete breakup of solid fecal material. When the effluent from the air diffuser device is passed through a screen, the screen will remove the non-organic items without trapping fecal material.
