In the apparatus for converting a voice reproducing rate, a voice reproducing rate is converted by selecting two waveforms in input voice signals or input residual signals in which form difference between two neighboring waveforms having the same length is the minimum and calculating an overlapped waveform by overlapping these two waveforms, then replacing a part of the input voice signals or input residual signals with it or inserting the overlapped waveform into the input voice signals or the input residual signals.
