2119251 9306653 PCTABS00021 A controller (30) and method is disclosed for a variable speed turbine (10) to track wind speed fluctuations for greater efficiency. The controller (30) controls the rotor (22) speed in accordance with a wind speed supplied by a wind observer (40) in order to approximate the varying wind speeds. The wind observer (40) predicts the average wind speed at a subsequent point in time over cross-section. Data is applied to a parameter schedule (42) determining desired rotor (22) values. Load torque is controlled where desired rotor speed is approximated. Wind speed prediction is repeated at each subsequent time intervals to control load torque and rotor speed. Aerodynamic torque and net torque are calculated. Wind speed prediction is based on (previously predicted) wind speed and correction terms including net torque and the difference between the predicted and actual rotor speed.
