Implantable devices are provided useful for creating fusion particularly in intervertebral spinal fusion. The device (10) is formed of any rigid biocompatible material and has a body portion (12) with an attached ligament (14) extending from the body portion. The ligament (14) can extend upwardly from the body portion (12) and downwardly from the body portion (12), and is made from a flexible material. In one application, the body portion (12) is inserted into a disc space and the flexible ligament (14) is secured to vertebrae on either side of the disc space.
