ABSTRACT OF THE INVENTION In accordance with the invention, a set of N carrier frequencies is used to in a plurality of adjacent communication sites to provide greater than N minimally cross correlated frequency hopping communication channels. Means are provided for defining a first set of minimally cross correlated communication channels associated with a first of the communication sites such that no two of the channels in the first set of minimally cross correlated communication channels employ the same one of the N carrier frequencies at the same time. Means are provided for defining a second set of minimally cross correlated frequency hopping communication channels associated with a second one of the adjacent communication sites in which no two of the channels in the second set employ the same one of the N carrier frequencies at the same time.
