ABSTRACT OF THE DISCLOSURE Landfill waste is transferred to a controlled composting plant where it is aerated, moistened and mixed to enhance and accelerate the composting of the landfill which is then returned to the landfill. When the existing landfill is unlined the returned composted landfill material is placed on a liner which is progressively expanded as the composting process is continued.
